Synopsis: The production of Latin American cinema is unknown even to the Latin Americans. The aranceles (tariff, duty, imposition) placed on the distribution set in jail all the creativity and virtuosity of the cinema most inventive and realistic of the world.
So, in Brazil Camilo Luzuriaga’s movies are not well known. In Ecuador are unknown the films of José María Arzuaga. In Colombia people doesn’t know the Raoul Peck’s films and in Haiti nobody knows about the Enrique Pineda’s movies, and so on.
The short film Aranceles is a panorama of Latin American cinema seen from a prison, as these films are jailed.

Melo Viana graduated Design at the Catholic University of Curitiba, Brazil and studies at the University of Cinema - CINETVPR, Faculty of Arts of Paraná. As visual artist, he participated 8 times in the Paranaense Art Festival.
